Introduction 

This year-in review offers insight into a selection of key themes relevant to donor-funded response actors. The review does not intend to be exhaustive by covering every event, dynamic, or development, but rather has prioritized key trends that the HAT has assessed to have had a profound impact on the Syrian crisis and the trajectory of the conflict.
